MathieuCharacteristicExponent
MathieuCharacteristicExponent[a, q] gives the characteristic exponent for Mathieu functions with characteristic value a and parameter q.
Mathematical function (see Section A.3.10). All Mathieu functions have the form where has period and is the Mathieu characteristic exponent. See The Mathematica Book: Section 3.2.12.
