Window ► Show Ruler

Show Ruler
toggles ruler display along the top of a notebook.

Use the ruler to set the text margins of selected cells and set the indentation of cell names and keywords.

This command sets the option WindowToolbars->{"RulerBar"} on the selected notebook.
