BitLength[n]
整数 n を表すのに必要なバイナリビットの個数を与える．

正の数 n に対して，BitLength[n]は，実質的にFloor[Log[2, n]]+1のより効率的なバージョンである．
負の数 n に対しては，BitLength[BitNot[n]]に等価である．
