Open a connection:

Wolfram Language code: conn = OpenSQLConnection["publisher"];

Open a result set:

Wolfram Language code: rs = SQLResultSetOpen[SQLSelect[conn, "roysched"]]

Get rows 2 through 4:

Wolfram Language code: SQLResultSetTake[rs, {2, 4}]

Get the last three rows:

Wolfram Language code: SQLResultSetTake[rs, {-3, -1}]

Close the result set:

Wolfram Language code: SQLResultSetClose[rs]
Wolfram Language code: CloseSQLConnection[conn];
