As of Version 10, most of the functionality of the Combinatorica package is built into the Wolfram System. »

NumberOfDirectedGraphs[n]

returns the number of nonisomorphic directed graphs with n vertices.

NumberOfDirectedGraphs[n,m]

returns the number of nonisomorphic directed graphs with n vertices and m edges.
