$BasePacletsDirectory

gives the base directory that the Wolfram System uses to find paclets that can be seen by all users on the system.
Details

- $BasePacletsDirectory returns the full name of the directory as a string.
- Typical values are:

C:\ProgramData\Wolfram\Paclets Windows /Library/Wolfram macOS /usr/share/Wolfram Linux - By default, $BasePacletsDirectory is a Paclets subdirectory of $BaseDirectory.
- Typical subdirectories of $BasePacletsDirectory include:

Repository a location where paclets can be placed to be seen by all users - There is currently no way to force PacletInstall or PacletInstallSubmit to install paclets into $BasePacletsDirectory, but paclets can be placed there by hand to become visible to all users on the system.
